本网是一个非商用、中立、由 Pinjia Zhao 维护，分配于 RIPE NCC（为节省年费成本，已转移至本人持有的 ARIN ORG），在全球范围内部署网络基础设施，并为广大 BGP Players 提供免费服务。

对等方必须有一个可路由的公共自治系统号码和前缀

对等方需要有一个能够快速响应的 NOC

对等方必须证明公共自治系统号码的合法归属权

对等方必须在所有与本网互联位置一致地宣告其自己的路由和其客户的路由

在 IXP 上，对等方只能宣告具有其自己的下一跳 IP 地址的前缀，而不是连接到 IXP 的任何其他设备

对等方不得将与 Pigeon Telecom 之间在任何对等连接上交换的总流量的 10％以上用于自己或其附属公司使用 Pigeon Telecom 服务的免费对等连接

在使用本网提供的服务时，用户不得从事网络滥用行为，包括但不限于：

违反您所在国家/地区和本网运营范围的法律法规

利用服务进行恶意软件分发、钓鱼攻击或分发虚假信息

利用服务进行垃圾邮件、垃圾短信或未经请求的大量通信

利用服务从事网络扫描、端口扫描、或其他未经授权的信息收集行为

利用服务进行网络干扰、拒绝服务攻击（DDoS）或其他破坏网络的行为

侵犯他人的知识产权，包括但不限于侵犯版权、商标和专利

未经允许地付费共享或重新分发本网提供的免费服务

长时间大量占用本网带宽

向本网发送大量 IRR/RPKI 无效路由

建立静态路由、最终路由或以其他方式通过未通过 BGP 宣告的路由将流量发送至 Pigeon Telecom

我们不接受任何形式的滥用，有以上情形的，Pigeon Telecom NOC 有权在不通知您的情况下立即终止服务。
